The new SteamVR Input system is not compatible with existing projects, so it must be explicitly enabled. To enable SteamVR Input, set the console variable vr.SteamVR.EnableVRInput to 1 in the Unreal Engine ConsoleVariables.ini file (\Engine\Config\ConsoleVariables.ini).
